This paper seeks to examine the current issues and concerns on working conditions in select retail establishments in the National Capital Region. A firm-level survey, in which selected workers are interviewed and provided with a self-administered questionnaire, is the methodology used here to achieve sound and reliable findings on the present working conditions in the retail industry. This firm-level survey identifies several problems experienced by workers in the retail industry in the workplace. These problems include non-payment of minimum wages, absence of control in some contracting arrangements, prohibition of organizing a union, and circumvention of worker’s right to security of tenure, among others. To provide solutions to the identified challenges and problems in the retail industry, this paper suggests amending existing rules and regulations on contracting and creating programs that will further enhance the working conditions of retail and sales workers.
