“After completion of all researches, the next important level is to have an assessment of finished researches to effectively validate the efficacy and effectiveness of the research outputs. Also, for our next meeting, present the end-users’ assessment on how they can make use of the said researches in the policy outputs affecting their organizations,” said Assistant Secretary Avila.

The suggestion was raised during first quarter meeting of the Department of Labor and Employment (DOLE) Inter-agency Committee on Research and Statistical Matters (IAC-RSM) discussing the DOLE Research Agenda for 2018, held on 7 February 2017 at iLearn Conference Room, 5th Floor DOLE Bldg. Intramuros, Manila.

ASec. Alex V. Avila also agreed with the proposal of having a capacity building program for IAC-RSM members to hone the researchers’ skills in doing research. Likewise, he said that the conduct of peer review for all DOLE researches will help facilitate DOLE policymakers’ acceptance of the said research outputs.  In addition, the creation of an Ethics Committee was recommended to help develop the guidelines on Social Research Ethical Standards.

The DOLE IAC-RSM is composed of all heads of DOLE bureaus, services and attached agencies who meet every quarter to ensure smooth implementation and achievement of research commitments by each agency. The committees’ main goal is to deliver responsive, effective and efficient policy researches for DOLE senior officials, policy makers and other stakeholders for evidence- based labor policies toward achieving the socio-economic agenda under the Philippine Development Plan (2017-2022)
